Out Come Based Monitoring, Support And Evaluation Sub Core Process


A. Preamble:

  
Whenever Plan is planned for implementation we have to consider that there has to be monitoring and evaluation to correct and direct divert things in time. An Author said that: «A good plan is like a road map which shows the final destination and usually the best way to get there. » /H.stanely judd./ The Addis Ababa TVET agency Outcome Based Monitoring, Support and Evaluation Sub Core Process ennoble the above Quotation as: «The Road could be destructible unless other wise, maintained by monitoring and evaluation. » Another Author : I do not think that there think that there is any kind as the quality of perseverance. It over comes almost everything even nature. » / John D. Rocke feller./ After the implementation has gone to some extent, Monitoring, Support and Evaluation, have to be carried – out side by side up to the end result. Since this century’s common opinion and sense of Governmental and non Governmental Societies including the Donors is a tangible and measured results, the implemented plan has to be followed by monitoring, Support, and evaluation so as to know how, especially:

   
• Either policies and programmes are appropriate to achieve the targeted outcome results,
• If institutions are progressing at the right pace with good governance,
• Problems and constraints are prevailing in the working conditions,
• To Alleviate the problems and to fill the gaps in a given time and stage,
• To measure day to day progress and changes,
• The way of recovering from failure and meet objectives, success and the like are their requirements.

These requirements also could be raised by internal and external clients. Thus the Government is struggling to resolve and fulfill the requirement as much as possible. By taking in to consideration the reform agenda of the bureau of capacity building as the key issue that is the fundamental institutional change by implementing business process re- engineering(B.P.R) which enables to score some encouraging outcomes and achievements that could also answer the requirements. As mentioned above to persevere and sustain these out comes and achievements monitoring, support and evaluation have a significant role.

Here by, the Addis Ababa City Administration Technical Vocational and Educational and Training (TVET) Agency Out Come Based Monitoring, Support And Evaluation Sub Core Process Established In December, 2011.

               However, the human Power of the sub core process is seven, as the existing situation the actual activities are run by a sub core process leader,
               three M& E officers and one secretary.

G. Perspectives Of The Sub Core Process:

The TVET Agency Monitoring, Support and Evaluation Sub Core Process has conducted study on all clients to know the level of all rounded preparedness, which helps it to full fill the gaps by providing trainings, counseling and by giving feed -backs to them by caring-Out monitoring support and evaluation in respect to their objectives so as to improve performances for better out comes to hold its sustainability as a culture by establishing rewarding and extending the system.

H. Inputs, Outcomes And Success Of The Sub Core Process:


• The need of the Governments, The need of the Society and The need of different types of Institutions for the creation and development of :
• TVET Agency
• TVET Colleges
• TVET Training Institution and which could be successful and proceeded by good governance.

I. Out Comes:

• The improved capacity of TVET Colleges and TVET Institutions that could come up with improved skill, up graded and updated   performances as the result of studies that could identifies problems and gaps which are solved and fulfilled.

J. Impacts:

• The satisfied Society and Community with the services of outcome based working TVET Agency, TVET Colleges, Sub city TVET   Offices, and TVET Training Institutions which of their problems are alleviated and solved.

K. Initial and Target Of The Sub Core Process:

• Initial: TVET Training Institutions Preparedness Assessment Study.
• Target: Encouraging and Rewarding System Establishment.

L. The Purpose Of M/S/E/S/ Core process:

• To create out come based working TVET Agency, TVET Colleges, Sub city TVET Offices and TVET Training Institutions,
• To establish and sustain good-governance and responsibilities in the above all mentioned Institutions, so as to solve basic problems of   the community.

M. Major Activities Of M/S/E/S/ Core Process:

1. Caring - out preparedness assessment study,
2. Offering short term trainings and workshops to scale up capacity and improve skill to wards monitoring, support and evaluation by   internal and external bodies,
3. Regarding the indicators, objectives, outcomes and impacts meet on consensus with stakeholders by discussion,
4. Performing continuous and sustainable monitoring, support and evaluation,
5. Submitting report of monitoring, support and evaluations outcomes to the respected body and section and then, monitoring either         feed-backs are used,
6. Establishing encouraging rewards and sustain by extending the system.

N. Requirements That Are Expected From The Clients:

• To create out come based working TVET Agency, TVET Colleges, Sub city TVET Offices and TVET Training Institutions,
• To establish and sustain good-governance and responsibilities in the above all mentioned Institutions, so as to solve basic problems of   the community.

• Bureau of capacity Buildings, Core and Supportive processes of the TVET Agency, TVET Colleges, Sub city TVET Offices, TVET   training institutions and the like.
